Emfuleni Local Municipality’s Executive Mayor supports the proposed Metro

The Municipal Demarcation Board on 07 November 2012 issued a media statement indicating that it is considering a proposal for a merger of the Emfuleni Local Municipality and Midvaal Local Municipality. This was followed by the issuing of a notice in terms of section 26 of the Local Government: Municipal Demarcation Act, 1998 (Act No 27 of 1998). The act requires that the Demarcation Board publish the said notice in the media to allow for public participation based on the proposal to it by various stakeholders.

The proposed amalgamation of these two Municipalities that form part of the Sedibeng District Municipality will see a Category A Municipality being established in the Area by 2016. “As Emfuleni Local Municipality we agree with the view expressed by the MDB Chairperson, Mr Landiwe Mahlangu that Emfuleni Local Municipality and Midvaal will become an important growth node of the Gauteng Province almost equivalent to Midrand,” said the Executive Mayor of Emfuleni Cllr Greta Hlongwane.

“We have noted some negative comments which intend to scare residents from supporting the establishment of a Metropolitan Municipality comprising these two Municipalities. Clearly, there are many benefits associated with an establishment of a Metro which include among others: Economies of scale by having a bigger and single authority within the Vaal Triangle Area; Improved services as a results of removing duplications, a much more efficient and effective administration by cutting bureaucratic red tape,” Hlongwane said.

“Furthermore, the establishment of a Metropolitan Municipality will see the establishment of single authority meaning that there will be one Municipal Council, one administration headed by one Municipal Manager and one Mayor instead of the current three Mayors, Speakers, Chief Whips, Members of Mayoral Committees. The benefits of a single authority are immense and far outweigh risks,” she said.

Accordingly, Emfuleni Local Municipality urges all residents to participate in the Public Participation Process and not be spectators when their future is discussed. The Participation Process will take place as follows:

Region 1 – Greater Evaton, 29 November 2012 at Mafatsane Hall @ 15:00

Region 2 – Greater Sebokeng, 03 December 2012 at Saul Tsotetsi Sports Complex

Region 3 – Vereeniging/Boitshepiville, 04 December 2012 at Vereeniging City Hall

Region 4 – Vanderbjlpark/Bophelong, 05 December 2012 at Bophelong Hall @15:00

The aim of the Consultative meetings is to receive inputs, comments, concerns and recommendations on the proposed amalgamation of the Emfuleni Local Municipality and other Municipalities into a single category A Municipality.

“We have always stood for participatory system of local governance whereby those who lead do so with the blessing and support of those they lead. Take a stand and support unity, diversity and prosperity of the Vaal Triangle Area,” Hlongwane concluded.

Representations and views must be based on Sections 24 and 25 of the Municipal Demarcation Act, 1998, and in the case of metropolitan areas, also the criteria provided for in Section 2 of the Structures Act, 1998.
